After doing some diggin it turns out their "variance" states that this property is a 3 Family because of a third kitchen (A past tenant was illegally renting the basement and put a kitchen in their) Without losing my cool I gathered as much information as possible...tax records, listing history, pictures of 2 separate electric outlets, boilers etc..I also brought my offer up about $5,000.

So here's my question: There's a new outdoor shopping center with stores like The Gap, Nike Factory Outlet, etc set to be built close to me. 

There's also some HVAC damage and electrical problems with outlets not working.

I let one tenant upgrade their faucet, cabinet knobs, electrical outlets and switches and when it came time to finally move out they wanted more for the the replaced items then it cost in the store. 

If the outlets are not grounded (open ground) and the system itself isn't grounded, putting in GFCI outlets won't do any good.
