So, instead of promoting honesty, they are promoting just the opposite.

You "could" hold her to the entire lease but let's be honest, I think that's more hassle than it's worth and would take more time than it's worth.My personal opinion is this.  

It's very challenging to buy a house, even for a dollar, and then renovate it to the point where it is rentable, and the best candidates as renters are HCV recipients, so you can't get premium rent values.To be honest, I don't think that any of the property in w-burg that is listed through realtors is a very good deal (and I say that as a licensed real estate salesman).  

Tell him the following, in the most honest and sincere way possible (that all depends on your inner honesty):"I will pay you a flat fee of $2,500 a month, but be responsible for all repairs and maintenance, managing the property myself and collecting on my own rent agreement."

To be quite honest I still had a short amount of time left on contract, but I didn't have any viable offers.
