At walk through, fan blades were all caked with dirt, cobwebs and dustbunnies abound, hardwood and tile floors hadn't been swept or mopped, countertops not wiped, exterior of kitchen appliances not cleaned, stove top still semi dirty (stove was brand new a year and a half ago but she claims "it wouldn't wipe off"), kitchen sink with soap debris on it, food stains splattered on kitchen backsplash and baseboards, bathtub not cleaned, closet floors/shelves/blinds/windows not wiped down, and my favorite - remains of a carcass of a hawk (feathers and...?)

If I was a betting man, and had only this picture to make my bet, I would say that this is an freeze-thaw crack - pressure from the soil outside the foundation pushing inward (hence the semi-circular pattern - not stair-step, not vertical or horizontal), so it might be a matter of some exterior grading/drainage work followed by an epoxy grout crack filler repair to remove moisture.I recommend you get it checked out - put a contingency in the contract that covers your bases, so you're only out a couple hundred bucks for a structural inspector.

If there was some formula or model we followed with our rentals to make them easier to maintain, while still appealing to our customers (tenants), it would be using a satin or semi-gloss paint sheen for the walls (easier to clean up scuffs, dust, etc.), darker earth-toned carpets with a random pattern (helps hide stains), ceramic tile in high traffic areas, and cheap (but attractive) fixtures for lighting and plumbing.
