In the winter time i have a influx of skilled contractors that i take on, i have taken them from there summer job by offering less money than what they were making but since i can show them i work 12 months out of the year compared to 8.most of our employees came from our current employee referrals.

If it is winter time and you don't have an automatic turn on of utilities in your name when a tenant moves out, you will indeed want to have the tenant keep the utilities in their name until their lease expires.
