But for me, the defeat of prop 21 was a HUGE win for SF property owners, as I’m sure vacancy control would have come to SF, and that’s a real game changer and a terrible policy for the city at large in the long run.The other interesting long term prospect is that there is some chance that the US Supreme Court will hear a case on rent control from NY, which SF is also trying to partake in.

That sounds like that would be defeating the purpose.What I have also seen happen is that only some of the lien is made unsecured while the rest is still secured.

It may only make sense if you do a monster downpayment, and hope the basis differential in 10 years actually defeats the interest rate arb.And back to the other point, "If your goal is to pay off the mortgage early, you would refinance to lower the rate and pay down the principal faster."
