For interior alterations, The City's website states that I can submit a RAAC Document (attached), Residential Automatic Approval Certificate, acknowledging that no plan review will be conducted since the drawings will bear my stamp and signature.

@Marc, are you saying that if you look at the up to date eviction case records, there is that change of address form filed and with a dated (expectedly, with a date prior to when your letter was due) stamp from the court clerk on it?

Not only will the city laugh you away for trying to submit plans that arent stamped by an architect and engineer, I can guarantee you that your budget is not nearly high enough for what it really is going to cost you to finish out that building.
