The Ellis Act is one of the most misused and abused protections by landlords to circumvent tenant protections.

First off, they are misusing the term "pocked listing" as to real estate terms, it's buzz, no big deal, but know a pocket listing is generally illegal by RE Commission regs, where an agent simply holds the listing contract and doesn't actively work it until they come across a potential buyer, they keep the listing in their pocket.I do not advise newbies to use a listing agent to buy, in a dual agency (which was misguided in that video) the listing agent represents the seller not the buyer.

In my state, a landlord can charge a tenant only for repairs needed b/c of the tenant's misuse or negligence. 

I think the electrical is your problem- I dont think this was tenant misuse- unless you can prove otherwise, Question-  Did you tell the family they had to be out by 10/12?

@Michael Plaks True, but I have to give people the benefit of the doubt that they know basic definitions of words unless there are flags that words are being misused or something isn't adding up.
