Can he take a loss of $50,000 off his taxes if he sells it?

Since this is an investment property and in a different state (Texas instead of his prior experience in New York) how much of Johnny's $105k profit can he expect to keep?

My question is, since it was a 1031X when he purchased it, can he technically refinance it (and for what purposes) without penalty?
