As far as Baltimore, the city has some nice areas that have been mentioned above, but all thing equal im partial to the suburbs, Howard, Anne arundal and Baltimore county in particular. 

And the list for who to avoid would be awesome too, I have my own very small list (Howard Hanna) to avoid.

I've heard that Howard county allows building and renting out ADUs, but the permitting and becoming a landlord process can be a pain.Looks like Anne Arundel allows building ADUs and renting out short-term (but not long-term?)
