Creating Basement Apartment in Howard County

My wife and I recently purchased a home where we are planning on converting the basement into a rentable space. The home is in the New Town (NT) zone of Columbia, MD. I understand the Howard County rental license process, but I am having difficulty understanding the building code. If we are planning to occupy the upstairs, what codes apply downstairs to an accessory dwelling? We are not going to meter the basement separately and it is acceptable by zoning laws. Can we add an electric range or is that illegal (which is what I hear)? Any help in knowing what is legal and not is greatly appreciated!
