I would advertise on their bulletin boards with their permission and through the staff who would know of situations where a resident would be moving out soon.

This is not asking their permission to enter.

She is also asking for money to pay for the landscaping she did (that she did not ask permission for) because she cannot dig up her flowers and get her landscaping timber in the winter.

In short, the next door neighbor is using our chimney for venting purposes without our permission. 

Do not underestimate word of mouth advertising, maybe even make a story out of it and record her testimonial and situation, then 'leak' it to a local media outlet (with her permission of course!)

Also, if it’s in the historic district area you can’t make any changes to the front or sides, even windows without permission.

One thing to be mindful us is that it is on the National and State Historic Registry so you do have to get permission to make any changes to the exterior of the home from City of Atlanta's UDC.
