If you do not act on this incident it could create some culpability for you (in my non-legal opinion) in the future if something similar happened and someone is injured.At the risk of infringing on someone's constitutional rights, I might require that this particular tenant, based on their demonstrated lack of responsibility with a firearm, sign a lease addendum prohibiting them (or their invitees) from bringing firearms on the premises.

I would bolt...even one unpaid parking ticket demonstrates that the tenant was unwilling/unable to meet that financial obligation - even at the risk of greater expense and possibly arrest.
