I think there is a general undertone of unethical behavior and some people want to undercut REI companies.

The problem with giving gifts is it creates the wrong expectations:You expect the tenant to be good to you in response, but it will not change their behavior for good or bad.They expect you to give them a gift every year, so when you don't give them a gift next year, they are disappointed. 

Government passes laws that create incentives to act a certain way---> people change behavior and act a certain way----> consequences arise -----> government blames the free market for problems ----> people call for more regulation ----> the cycle repeats

It's poor behavior, but it's not uncommon.

FICO has turned out for me to be a strong predictor of rental behavior.

I find myself being much more cognizant of my behavior than when I was just a tenant renting an apartment.
