Right now I am of the opinion that this is a police matter and that I should tell the tenant living in the unit that if she is unwilling to give her partner access to the unit, that I will have to be present with the police to make sure she allows the other tenant access.

When we get a noise complaint, it's often because either the offended tenant tried to talk to the offender and it didn't get resolved, or the offended tenant is unwilling/unable to speak to the other tenant about the problem.
