The owner called recently and said my listing expires on the 17th what can you do I said,"I will gave you my initial offer" so if there listed it's not always a bad thing, research the property see how long it's been on the market and if its been reduce use this as ammo to strengthen your offer.

I'm thinking that it would add a considerable safety margin, strengthen the hull from impacts being flexible and from any minor puncture, the material may be a line of second defense holding water out.
