I would start with a cosmetic/lip stick flip first.

If I get several tight lipped replies I take that as a sign and move on to other applicants.

you could have asked the tenants to show you their bills to PROVE their statements - remember MikeOH said (paraphrasing here) that if the tenants' lips are moving they're probably lying...
