Energy Efficiency

Hi all,
About a year ago we purchased a 2 story 2000 sq house in Garland, Tx as a rental. Got a great price but put about 25-30K in upgrades including new A/C, water heater and appliances. The house is all electric and the city inspector gave it a pass. Recently, the tenant complained that their electric bill was too high and called the city electric inspector who recommended that we make some improvements including higher rated insulation. Don't think there is a law that requires us to but if we did the tenant also asked what we could do on the rent. Say-what? :shake:
How do you calculate the line between poor-efficiency and waste?
Just wondered if there are any thoughts on this?

Have this problem sometimes. They complain the utilities are to high but then I ll go over in the winter and the door is wide open and heat is set at 90. Some people just aren't to smart
