As I have mentioned before, we always try to stay with our "Team" whether sales, excavation, buildings, erectors, concrete, banking etc. 

The second  problem is it is difficult to find people who will do preparation of the land for the mobile hand ,and also  I don't really know what is better/easier/cheaper...putting concrete pillars in the ground every 8 feet or putting down an asphalt or concrete slab.

Surface- Rock or hard surface (concrete/asphalt);If on rock/asphalt put your tongue leg or stabilizer pads on widerpads to spread the weight out.

Being that owners can apply for the overage, that is the most "compliant" process and I don't see them changing their laws any time soon.

I wouldn't put the remainder of your cash out until you have a concrete direction to go-- you'll be gaining a lot of experience as a landlord house hacking.

If it continuously happens, it soaked into the concrete, which causes a whole new set of problems.

The condo-ing did require condo docs compliant with state laws, containing all the cluses required by law. 

People bidding up way too high thinking that the inside of the house "might not be that bad" to find foundation issues, concrete in pipes, rot, termite damage and a previous fire all occurred there?

They have new tracking devices that you can plug in and identify the whole circuit in a matter of seconds.And as you probably know, but others may not, the system is only okay and code compliant if it is left alone.
