I don’t know if other states do this, but here they can get a pre loaded debit cash card.

that works well in other countries its auto debited from their checking accounts.. of course we know many low end tenants don't have checking accounts and never will .. but for those that do have you considered it..  

Set it up like a debit card in the sense you pay it in full every month.

One of the contingencies is that I agree to pay up to 3.5% in closing costs and prepaid items.

Tons of people still do not know how to manage credit and get into debit and are not able to purchase homes.

I buy nothing with a debit card.

I agree with @Lamon Lashley Jr about getting a secured credit card (it is very similar to a debit card) or a store card like at Homedepot.

If you haven't closed I would recommend you have them sign an estoppel agreement presented by the current owner that confirms rates and prepaids (last month rent , security deposit). 

@John Wanberg I have an annual lease and collect rent every week (instead of once a month) using a debiting service that takes the money from the tenant's bank account.
