I finally feel ready, as I am at the cusp of paying off all my student debt and other mistakes of my early 20s, and cultivating good behaviors of savings, watching my budgets, etc, mentally undoing years of bad habits developed from financially unsound parents(not meant in a negative way).We want to buy a 4plex, live in one unit, house-hack, and do the whole deal.

If they don't, they "grandfather" behaviors or actions that overrule the actual rules in court or made the rules impossible to enforce.

Also, your “great” tenants probably feel they are buying well below market rent with great behavior and dated units and may feel more entitled once they get closer to paying market rent.

I just spent about 10 minutes confirming I'm seeing the same behavior with Firefox and Safari as well.  

The caseworker can pull a voucher for bad behaviors which is pretty effective.On the not so plus side, the caseworker may (they're usually overloaded) do a walk-thru and make you fix stuff. 

When you inherit tenants you are also inheriting their habits/behavior, good or bad.

(P.S. not trying to knock you Blair, I know you weren't insinuating that non-licensees should be able to get away with sub standard behavior)

I am told a neighbor called the police to report him for annoying behavior. 

I can handle most of his childest behavior and I have been able to keep him at arms length so to speak.

I also believe many large mobile home parks prohibit this behavior, instead requiring owner occupancy as part of the rental agreement from the park.That's not to suggest there are not creative ways around that - but it is a consideration.
