Typically just a legal pad or what ever I could reach on the floorboard.   

What you can do is ask the owner roughly what the bill is and just include it in rent (with some padding) saying that all utilities are paid for.

Payment was made promptly to repair the damages but new carpet & padding was just placed on top to cover the extent of damages underneath without actually repairing.There was water leaking at the front of the home.

Eric you can get a nice rug for each bedroom with a pad underneath it for around 70 bucks.
