It should be fairly easy to estimate the value of a degree based on surveys of the incremental lifetime earnings of people from each degree.If we have a system of financial assistance that is limited to poor kids and gives them incentives to do well, and if we can eliminate government-run educational institutions, and if we can further make the financial support process more market-driven, then I support your idea of a public role in the education of children.
