Banks are prevented by law from owning RE that is not necessary for day to day operations so they need to dispose of it in a timely fashion.

If the additions were permitted, then they would have been properly tied to the foundation in some fashion and you should have no issues with an appraisal.

If you know what you need, but just need it in a specific city, I would suggest to search for it in that fashion.  

I have followed those strategies in a non-linear fashion, and have also done more active REI (flips and BRRRRs) as well.
