I can ask the guy, but he is in his early 20's and I'm afraid he either doesn't know enough about tax deeds or he may know something that he hopes I won't uncover.

*Update* I did not get the property The home inspection uncovered way too many big ticket issues.To verify U&O I visited http://www.baltimorehousing.org/permits I also called the city and verified that the property did not have a U&O and an expired water heater permit.

You have to blend figuring out how to do things , or share duties among people.

I uncovered a multitude of issues (mainly cosmetic) but I have a couple of big ticket maintenance issues remaining - a slab drain leak (not supply) which was recently discovered and the home appears to need slight leveling (door jambs tight, small gap on brick outside). 

Doing a little research, I'm starting to uncover some of the local laws (mainly from https://www.courier-journal.com/story/news/politic...)Right now I'm tracking a $25 registration w/ revenue commission and obtaining a conditional use permit.

Since a full review is looking through more documentation it is possible that a full review would uncover a potential issue that would not be discovered during a limited review.
