I personally find Richmond too expensive to get any decent cap rate buy and holds without some aggressive tactics.

Is there any different tactic to putting in offers on expired listings then with any other wholesale deal?

This is pretty much a holding tactic until inflation catches up to our purchase price and we can break even by selling.  

(This may not happen but I see a lot of bait and switch tactics by savvy, yet sheisty sellers)Also, there is a minimum of 60 days notice, but I believe your tenant is considered "protected" and cannot be evicted.
