The owner leaves behind two elderly siblings . 

., a lot of the ones with numerous years of past due taxes are elderly people whose taxes are frozen (disabled, over 65, military, etc). 

For me, it's hard - especially when dealing with the elderly, etc., and one must admit that the optics are not great.

All 11 units are 1 bedroom, so we are geared more towards working class or single/elderly. 

Have tenants that the housing court will find sympathetic--elderly, disabled, and/or children in the household?

They are very honest,, elderly couple on SS, he does shovel some sidewalk at no charge and salt it.   ...thoughts? 

The tenant is an elderly woman on a fixed income who has rented the unit for 8 years and I’m told is a hoarder - I have not seen inside her unit yet.

There is one street a few hundred feet away that has 5 three unit triple deckers all side by side and right across the street are some brick 4 units that I believe are owned by the town for elderly/low income housing so why would I not be able to convert my two family, literally across the street, from a two to a four unit?
