Our house rules already prohibit the growing of any "crops or plants for the purpose of consumption" and the use of hydroponic growing methods within the units of our buildings - I do not care if they are growing tomatoes, blueberries or cannabis ... it cannot occur inside.

I'll address the latter first.The competition you face on dilapidated properties stems from the fact that they are often desirable to owner/users.
