If it's the latter, you really may want to pull up stakes & move on and find a municipality that's a bit easier to work with.When faced with this situation before we once went the route of a co-op and got the city to turn from being against strictly "self storage" to working with us and even providing grant money.My general advice is probably what your mother told you: "You catch more flies with honey than vinegar."

We just went through renovating a cigarette smoker cat spray house (an inherited tenant) and after 3 full scrubbings with TSP, soaking slab and subfloors in vinegar several times over several weeks, then painting subfloors with Kilz, duct cleaning, etc., it finally seems to be resolved.

As a cat owner I can testify that this actually has worked better than pet store solutions in our house:First mix vinegar and water 50/50 and soak the areaWhen almost dry soak the area with a mix of 1 cup hydrogen peroxide (3%) mixed with 1 teaspoon of dish soap.
