What about pollution liability exceeding the value of the property missed for lack of a $2,500 Phase I during the diligence period?   

Most of my guest are looking for starry nights w/o light pollution and not neighbors.

I feel this is polluting the market - or at least ruining the plans for investors like me.Although mortgage IR at ~2.5% makes me think whether there’s still money to be made on rental?

In fact, there’s a large section by the mill thats designated a superfund due to the pollution.....

Is there a pollution problem?  

You do not have to share your Phase I findings with the seller, so if it winds up being relatively free of potential soil and ground water pollution or contamination, you may be able to get a below market deal. 

Outside of that, you can do niceties like fancy faucets, but you can't really change the important things - location of the house on the lot, safety of the neighborhood, proximity to work/shopping, noise & pollution factors, etc. 

Any one ever deal with an invasion of frogs and the noise pollution they create?

Less traffic, pollution, people, etc.
