If you're looking to build an empire, I would suggest that you keep it simple for yourself. 

I'm originally from Newport Beach and have been in the Oceanside, Carlsbad, Leucadia, Encinitas, Cardiff, Solana Beach, Del Mar, La Jolla and inland areas for the past 35 years.

For the same reason we give away clothes that don't fit, or throw away junk that accumulates in our lives - this is why I'm not interested in land that doesn't have a defined purpose.

All other things being equal, I would say a property in Southern California that is not too far inland will perform better than any place else in the country.But I would not say that for the rest of california, no.
