I really does mostly depend on the cooperativeness of the borrower. 

This happens in Detroit all the time with Class C & D tenants.As Patricia stated above, video and take pics of everything to prove the tenant is not cooperating to allow repairs.Be prepared for the judge to order the tenant to comply and setup a specific date & time for an appointment for the repairs.
