Impossible to generalize like this...Some are families that just want a safe home and neighborhood for their kids.Some are young and just starting out and want whatever they can afford.Some are young and just starting out and want a cheap place so they can move up/out to their own place.Then there was a recent story in the San Diego paper about people who are paying MASSIVE rent for luxury apts with fire pits, dog runs, on site gyms,  decks, grills etc.

While there is some ambiguity regarding every detail and factor that goes into it, there is no such opinions if safety that goes into the classification of a property.A class is typically 10 years old or less, has the most amenities (clubhouse, pool, gym, laundry/dry cleaning service, etc. and located in the best areas.

If someone has a low score because they've had problems with cable/cell phone companies, gym memberships, medical expenses etc. but have always paid rents I'd consider them.
