Hi Alex.First renovation was an illegal basement apartment in Athens, Greece in 2005-2006.

Unless these are d class apartments or an ancient building the repairs should be almost nothing per year.

I work in Greece so I know that area a little, but not to comfortable within the city.

This defect could be something as simple as a measurement error in the survey, to a more serious claim (ancient native burial ground).
