Contact the utility provider and get a historical average based on the last year of use.

He is currently protesting a rent increase, and travelled from NY to FL to personally harass my family and I last week.

In the last 18 months various states have instituted new rules, regulations or laws related to (1) need for licensure to wholesale (2) restrictions on marketing of a property in which you do not have ownership and (3) disclosure requirements when dealing with a homeowner that makes it clear to the homeowner that the contact signed with the wholesaler is not a definitive “sales” contract, therefore making it less likely home owners will sign4.

I will say you do enough underwriting and something will eventually get missed (my last rehab was my first to go way over budget due to various reasons so I am not perfect).  

Out of the four properties , there is one solid tenant, the other is struggling and the last two  properties are not renting.

Last year I re-read Rich Dad Poor Dad, and I've immersed myself in learning more about real estate investing ever since. 

If the insulation is in decent shape and not covered by combustible insulation, and not terribly overloaded, it might last many more years.
