On the buy side we are seeing people who are in it for the long-haul still buying when they see a good deal...Rates are temporary, good deals are not. 

Hi Danielle,If you like the apartment and the management is decent, I'd say ride it out--it's temporary and not worth the hassle of moving out.A text to the manager asking how much longer the construction noise is going to last might be good idea.
