Get an engineer involved and an architect.

Short answer to your question is yes, $1100 for a draftsman or an architect to draw this up is normal and fair.

I'm currently a full-time Pre-Sales Engineer (Solutions Architect) for an Software company.Born in Japan, but grew up mostly in New Jersey; went to GA Tech and stuck around the Atlanta area - because of (technical) jobs and cost of living.I currently still have 2 single family rental properties - 1 in Suwanee (cash flow is terrible so I want to sell ASAP), and 1 in Alpharetta (cash flow is OK, but I think I can do better).

You will have to take additional steps for moisture mitigation, egress, etc. which will drive up your costs even more.I would go talk to the city and a local architect/engineer/GC and see if you can get a better idea of how much would be involved with something like this.

I'm an architect and have a small construction business with a partner (another architect). 

But if all else fails then you will have to seek out a residential designer or architect .

Also, I'm an Architect in Seattle and if you get me the jurisdiction I can take a quick look and see what leeway you might have with the site.
