If I convince a neighbor to let me use his hosebib, and I drag a garden hose across to a hosebib of the subject house, and hook it up...turn on the neighbor's hosebib, and thus filled the supply system of the subject house with water pressure, is that considered "ACTIVATING"?

I would definitely have a strong rental agreement that states: the terms, the timeline, the deposits paid, the pets allowed, what landlord pays, what tenant pays as far as utilties, gardening, repairs, etc; requiring renters insurance, CC&R they need to follow, what happens if they make alterations to the property, no subletting, parking situation, mediation for disputes, etc. condition of the property.  

South facing land is more valuable than north facing land in VT, in general, but also depends on what you're looking for (land to grow a garden vs trees and solitude).

You have these really beautiful Homes, with gardens & all on one street and just one street over is a dump.

I particularly like North Myrtle, but I have chosen a couple properties as far south as Garden City.

Later this summer you'll see classes on gardening, outdoor plumbing, lighting and simple structural building.

I know in the Cleveland market I get 4 or 5 calls per month from appraisers who need help coming up with the value on a garden sized apartment building or multi family property.

I have a gardener who comes to do that and the cost is included in my rent amount.
