Its a nice feeling of not being afraid of buying into a neighborhood like that.FYI: In bad areas, I dont go there at night (early morning is best), and I ALSO dont go alone...these are the same things I learned traveling as a female traveler in foriegn countries that I use in my bad area investing techniques.

After speaking to the local director for the office that handles the properties, I was told about the bid submission, assessment and approval process and was told that if I submitted an offer and the SOS sent an acceptance letter, the property would be titled in the county records and I would be the owner.
