my understand of the guidelines:Second home has to be more than 50 miles from current home.Second home has to close to a tourist area. 

I cannot say for other areas, but in my area when tourist season is over renting stops. 

In that time, the town has gone from a sleepy little town and fishing village to a growing tourist and traveler destination.

The Ybor City area located just outside of downtown is developing area which brings tourist, cruiseline guest, music groups and artist nationwide.
