Explain that this is not about not trusting her but about following the lease and the law and that if everything is in order you will return her deposit very promptly. 

Also if it does go all the way to eviction there is a good chance that  prompt action doesn't mitigate much.

Find a solution to keep your dog contained (just as ANY dog needs to be contained), pay the $100 promptly, without complaint, and with an apology, and move on with your life. 

They answer all my questions promptly through email and the process of transferring funds is easy.
