Let me give you my perspective on the question itself and then I'll share what I have done.Your question is perfect, but super hard to answer because it is like asking "which is better - fruits or vegetables"?  

Keep in mind St Cloud is the meeting point of 3 counties and several cities, so lot's to check on all the time and things are always possible for change given so many "cooks in the kitchen". 

The tenants are students so I know part of this is just them learning to live independently but man... it's really frustrating and frankly just gross to see how they leave it - and I'd imagine frustrating for the tenants who do clean up and want to utilize the space to cook. 

I have looked at many properties where the tenants cook with oils and grease.  

My current set up:(1) Furnace (in unfinished basement) with shared duct work to both units (1) Water heater in basement used for both units(2) separate electrical boxes for each unitHeat/ gas bill shared Separate Cooking oil/ stove bill for 2nd floorNo ACThe thermostat / temperature control is only in the 1st unit so all the 2nd floor can do is open/ close its duct work----Seems like I have three options that i can think of.

some people are interested in the tanks for scrap value, re-use as old or kero tanks, and even 1 guy wanted to make a burner to cook meat.I love the smell of petro in the morning!
