Communal Spaces are getting gross- HELP?

If you have properties with communal spaces - how do you manage those in terms of cleanliness ... think kitchens, bathrooms, etc. We're running into some trouble with tenants just leaving things a complete mess, gross, unsanitary (raw meat running out of the fridge in the kitchen, dumping grease down the drain despite notices not to do so, etc). It's extremely frustrating and we're coming up short on how to enforce some guidelines and rules that need to be followed. 

Any advice?
