Go to the county and be sure they can build, how much the permits are going to cost, find out the likelihood of having to do soil samples, and how long it will take to issue the permits.

@Brian Hughes, It does sound like you have your head around the zoning, I feel most people overlook the density restrictions in that somewhat new zone so I guess good looking out.If you already have the land and its not in bad shape as far as grade, soils, utility access, etc. then you might be able to make something work as a for sale product using the condo method I described earlier.

Unfortunately, the property has clay soil, so it looks like I need to bring in about 560 yards of top soil for a septic system or to have an engineer come analyze the project and determine if there would be another option.

Hi I almost bought a house in Youngstown but the bidding was too active...I was very interested in the sheriff sales in NJ especially in the Highlands area, I had a condo there in the past and loved going back and forth on the ferry..It was a great escape, I'm thinking other New Yorkers might welcome the escape as well since its so easy to get to...ferry is 1 hour and it lands right in front of the condo, Sandy Hook beach is a block away and there is actual beach access from the condo..I do airbnb in NYC and am booked till December and thought that might work in Highlands as well.I checked Airbnb for listings in the Highlands area and they get from 150 to 250 a nightthe auction is August 1st I'm trying to line up some investors to partner with I've checked the comps and think it might go for 50K approx.
