You may want to see if you can charge tenants for water/sewer so they are made responsible for their usage.  

Lead pain was a known hazard over 50 years ago and in many areas it's common usage stopped well before 1978.

@Darius Moezinia Refinance right after the completion of a 1031 is perfectly acceptable and is a frequently used strategy when cash is desired by the exchangor who does not want to create a taxable boot situation by taking cash or be seen as inappropriately accessing profit by a refinance immediately before a sale that begins a 1031.

You may also consider a clause in your lease saying that you pay the water bill up to XX gallons per month and the tenant is responsible for reimbursing you for any costs above and beyond that usage.

I'm going to find out what it takes to convert to gas and see if will be feasible to charge back gas usage to the tenants.

But I could always just compensate the tenant for my usage as Andrew previously mentioned.

Who should I speak with on contract usage, do I need a lawyer involved, can I put everything thats being asked for on one contract, and what websites would I use to get clear info on if anything is owed on this property??

The fee/increase in rent will cover the increase in water usage.
