You didn't mention your grade, but I'm going to assume you're enlisted.

Some folks enlist one of the tenants to act as an on-site manager.

The pros use Real Estate specific software like Realeflow and Propstream that pulls comps side by side with the subject property and even generates a comps report. having said that, its not hard at all to enlist Zillow's or Trulias help, just type in the search criteria for zillow to pull those properties, pick your best 3-5 and those are your comps. 

As you know, you need to get “in” with the current officers and enlisted so maybe they will recommend you to the incoming pcs’ing personnel.

It sounds like you might be unnecessarily enlisting trades you may not need.

perhaps enlist the services of a real estate agent for the first few deals? 

Instead enlist (the Best and the Brightest--you can find that will work with you) to handle the details, while you oversee the big picture.For instance, lets say you wanted to have an annual harvest day parade through the down town with licenced (paid to the city) vendor booths for food and crafts and etc...That's a lot of loose ends that need to be tied up and overseen, year after year.Instead of doing that yourself, you work at finding enough volunteers where you can pick the best and the brightest to set it up and oversee it--a committee of volunteers.
