The guaranteed rent is great, but don’t let that lull you into taking any tenant with a voucher—look at their rental history, employment, credit, etc.

In light of this, would lenders see me as a higher risk if I have a history of paying off mortgages early? 

I see many warning signals that if CA doesn't get it's act together, act as if it has to compete, very strong chances it will suffer the historical consequences of that and CA the titan will become history not current state of things.
