The deals I am looking at will cash flow $800-1200 with all of the numbers ran and homework done, ie. electric company sub-metered, sanitation, and water.

If everything is separate metering then tenants pay.  

I sub-contract an electrician to wire the whole house and upgrade the electrical meter.

Can you bring in additional utility metering?

Split metering for gas heating and hot-water might be a pricier but good longer-term investment.Thoughts?

The recent 2-month bill for my 4-flat in the city (metered) was $99 each for water and sewage, and $76 for garbage.

So I'm assuming both building A and B are configured to be able to sell as separate units sch as individual meters, kitchen and bathrooms, in other words they meet your areas zoning code standards to be sold separately.

If your gut says that your BS meter is pegged or at least flagging in the yellow-orange, wait.
