I didn't get much further from my office and my market it very small compared to yours as to potential business.I'd say anyone saying you need to work multiple states to make a good living doesn't know how to find notes or work with holders to facilitate a transaction.There is a difference between institutional paper and privately held notes, my comment was to privately held notes.

The only closing costs should be those legally required to (1) facilitate the sell of the property & transfer, registration of deed; (2) satisfy your lender's requirements; (3) pay the closing agent - title company or atty.Now, assuming those things are true, a purchaser would generally cover all true closing costs in a wholesale transaction.

I would reach out to a reputable title/ settlement service company in your area to see if they have anyone that can facilitate the docs for you (and then refer to them for the title work).
