There are better and cheaper ways than having to use Earth Advantage.

(if you go to my website you can see the google earth image) As for the coastal commission, because there's nothing like drainage, etc. that will impact ocean directly, the city has jurisdiction, so no coastal commission approvals necessary.

We moved here from Ohio 3 years ago and have found it to be one of the most incredible places on earth - and that includes the places I lived when in the service.
