On a house owned by a private individual, I usually won't end up offering more than 30% off their asking price - if they are so ridiculously high already that I would have to get more than that, I don't even waste my time because there's little hope of striking a deal.

it depends if it's a regular Lease violation notice and do you follow the three strikes policy, then as long as you keep a copy in the tenants file with your signature that should suffice.
